Does anyone know how to use cubase's metronome?

I've been using Cakewalk Sonar 6 home studio for some time and I just started working alittle with cubase LE 4. Does anybody know how to make tempo and time signature changes with the metronome? What I want to do is do 3/4 for one measure than change 1/8 for the next and repeat it. How do I do that? Also how can I make tempo changes?
